Petroleum products under GST? Here's how it would benefit consumers

New Delhi: After Oil Minister Dharmendra Pradhan recently said that GST Council should consider bringing the petroleum products in the ambit of GST, questions are being asked as to whether the government will accept the idea or not.

Market watchers are saying that if government goes ahead with Pradhan's suggestion and include fuel prices under the ambit of GST, there will be a steep downfall in the prices.

Excise duty on petrol and diesel

The government had between November 2014 and January 2016 raised excise duty on petrol and diesel on nine occasions to take away gains arising from plummeting international oil prices. In all, duty on petrol was hiked by Rs 11.77 per litre and that on diesel by 13.47 a litre.

The duty hike resulted in government's excise mop-up more than doubling to Rs 242,000 crore in 2016-17 from Rs 99,000 crore in 2014-15.

The windfall from the excise duty hikes helped the government bridge its budgetary deficit.

Current fuel prices

Petrol price was hiked by 4 paise a litre and diesel by 6 paise per litre on Friday (15th September 2017.) After the revision in price petrol price in Delhi costs Rs 70.43 while diesel price costs Rs 58.80.

While petrol prices have increased by over Rs 7.32 to per litre in Delhi, the highest since August 2014, diesel rates have risen by over Rs 5.36.

Gorakhpur tragedy: No hygiene, patients left at the mercy of untrained doctors at BRD hospital, says Central team

New Delhi: A three-member panel, formed by Centre to probe the deaths of over 70 children at the BRD Medical College in Gorakhpur has indicated serious irregularities. The team comprised of Dr Harish Chellani, a paediatrician at Delhi's Safdarjung Hospital, Dr NK Agarwal, Deputy Commissioner, Immunisation, Health Ministry, and Dr Sushma Nangya of Lady Hardinge College mentioned that proper hygiene norms are not being maintained at the hospital.

"Presence of dogs and rats in hospitals is not acceptable by any standards in the hospital premises. The hospital was handling these cases and other critically ill patients much more than its capacity. There is no facility in Gorakhpur and nearby districts to manage encephalitis," said the report by a three-member IMA team.

It also found that no alert was issued by the hospital administration regarding shortage of oxygen, addding that the treating doctors should have been alerted seven days before that a fresh oxygen supply would not be received. According to the IMA, there are many other discrepancies in the health system of Uttar Pradesh such as ICUs in 10 districts of eastern Uttar Pradesh do not function because of lack of staff and other resources.

Military tribunal gets Machil ‘encounter’ date wrong in its bail order

A military tribunal that was in the spotlight for ordering the release of army men convicted in the ‘staged’ Machil encounter appears to have got the facts wrong in its order.

Granting bail to the five personnel convicted for allegedly killing three civilians in Kashmir’s fake encounter, an Armed Forces Tribunal (ATF) bench of justice VK Shaili and Lt General SK Singh got the date of the incident wrong.

Recording the reasons for granting bail to the army men, the court said the incident took place on the intervening night of 29-30 October when in fact it took place on the intervening night of 29-30 April. The court in its bail order stated: “the ambush took place on the night of 29-30th of October, 2010”.

Senior Supreme Court advocate Sanjay Hegde said while the error was unlikely to have any bearing on the judgment, it could be used by the prosecution to its advantage.

“The mistake in recording dates will not have an effect on the judgment as far as the operative part (granting bail) is clear. However, it can be used by the prosecution to challenge the bail granted,” he said.

According to senior Jammu and Kashmir high court advocate Zafar Shah, the error highlighted AFT’s “carelessness”. “This shows carelessness on the part of the military tribunal in recording facts. They seem to be talking about something else rather than the incident in question, it cannot be a typo error,” he said.
